About NFPCC

The National Foundation for the Prevention of Cruelty to Children (NFPCC) unites the leading Russian specialists with experience working with children at risk of being abandoned and families in crisis since the late 1980s.  The NFPCC was born out of the National Society for the Prevention of Cruelty to Children, which began working in the child welfare field in 1996. The NFPCC’s primary goals are to protect children’s right to be raised in a family, to ensure children’s safety and protection by working to reform the child welfare system, and to develop an effective system for working with children and families in crisis.

The NFPCC has developed a series of effective child abandonment prevention services and models, including, but not limited to, family-based care for abandoned and neglected children, mainstreaming of children with special needs, support services for families in crisis, prevention of early abandonment, and assistance to at-risk children at school and at home.  These services and models have been implemented in multiple regions throughout the Russian Federation in the framework of NFPCC projects.

A Compass for Childhood Program

The main goal of the Program is the development of the Toolkit for the planning, implementation, monitoring and evaluation of regional programs in the child welfare field, according to the best Russian practices. The Program is involved in the creation of Centers of Excellence (CoEs) for the dissemination of the developed Toolkit, toward the goal of increasing the qualifications of specialists.

The Partnership Project “Protected Childhood”

The project is implemented by the National Foundation for the Prevention of Cruelty to Children and the International Foundation for Socio-Economic and Political Studies (The Gorbachev Foundation).
The goal of the project is to facilitate advocacy and policy dialogue on the child welfare system development in Russia through expanded discussions of child welfare issues.

Success Stories

The National Foundation for the Prevention of Cruelty to Children has a long record of interaction with Ms. Alyssa Leggoe, Deputy Director of Health Office, USAID/Russia. Ms. Leggoe was able not only to bring USAID, NFPCC and Gorbachev Foundation together for the sake of child welfare, but also secure concrete aid for the orphanages in Novosibirsk.

USAID-funded ‘Assistance to Russian Orphans 3’ Program successfully implemented telephone helplines project that contributed to the federal level decision on the establishment of a single toll-free nationwide number for Russian helplines for children.

The National Foundation for the Prevention of Cruelty to Children implemented two USAID supported projects in Krasnoyarsk intended to create a system of psychological support to children and reduce abandonment and disability level. Both projects were actively supported by local ministries of health and education, as well as by a number of other GOs and NGOs.

The First Russian-American Child Welfare Forum

On August 1-6 2011, the first Russian-American Child Welfare Forum (RAF) was held on Lake Baikal in the Republic of Buryatia, Russian Federation. The Forum was initiated by Russian specialists working as part of the Child Protection Subgroup under the Bilateral Presidential Commission’s Civil Society Working Group (Obama-Medvedev) which began work in October 2010.
